Thereby, it is not a few times that excessive bureaucracy prevents citizens from accessing the Public Administration, whether when they need to regularize a situation, seeking justice or participate in decision-making processes. This paper, therefore, aims to explore the conceptions about bureaucracy, a familiar and little understood topic. With this, it is intended to demonstrate that the concept of debureaucratization goes far beyond simplifying procedures; it is related to freedom, human dignity and guaranteeing the quality of being a citizen.
